ㅇ. Objectives of the Services

The main objective of Consultancy Services under terms of Reference(TOR) is to assist Local Government Engineering Department(LGED) so that it could manage its duty in connection with the implementation of the Second Rural Transport Improvement Project(RTIP-II) ensuring compliance with the policies and guidelines of the Government of Bangladesh(GOB) and the International Development Association(IDA). In this capacity the MSC is expected to assist LGED to perform the following management functions:

1.     Project Management including coordination, reporting, monitoring, of progress and plans etc.

2.     Budgetary and financial management .

3.     Review of Quality Control and Quality Assurance Plan.

4.     Reviewing Payment Certificates if required.

5.     Contractual Advice and Settlement of Disputes, Claims etc.

6.     Implementation of the Social and Environmental Safeguard Plans(environment, resettlement)..

7.     Design and Management of a Monitoring and Evaluation(M&E) Program for Socio-Economic aspects of RTIP-II.

ㅇ. Scope of Projects

The Project will include two components:

Accessibility Improvement and Institutional Strengthening, Capacity Building & Governance Enchancement:

1.     Accessibility Improvement

_ Rural Road Improvement: Upazila Roads and Union Roads

_ Rural Road Maintenance: Rehabilitation and Maintenance of Roads

_ Rural Waterways and Growth Center Markets: Dredging and River Accessibility and Safety and construction of Markets.

2.     Institutional Strengthening, Capacity Building & Governance Enchancement Component:

There are three(3) components in this part, that is, Project Implementation, Institutional Development and Governance and Road Safety.

Quality Assurance Manual on RTIP-II Project had written by Dr. Jung-Kil Yoo as Team Leader of MSC was reviewed and published with the concerned authority of Bangladesh and distributed to the all construction sites to be used as standard guidelines.
